PLANNING & ZONING
Forty-five land use permits were issued in 2007: 15 single family dwellings, 12 garages, 4 additions to single family dwellings, 8 storage buildings and additions, 6 decks, 2 commercial signs and one government/commercial building (number of permits issued do not equal structures due to multiple structures on one permit). The total value added to the Township (per land use permits) was $2,496,700.

EXTRA PATROLLING
The St. Louis County Sheriff’s Department conducts extra traffic work for the Township on a monthly basis.
 

July 2007: Deputies stopped 31 vehicles resulting in 41 warnings and three citations. Deputies also responded to a threats call, a hot-rodder complaint, and a motorist assist.
 

August 2007: Deputies stopped 40 vehicles resulting in 39 warnings and one citation. Deputies also responded to a dog bite, a medical call, and a motorist assist.
 

September 2007: Deputies stopped 53 vehicles resulting in 57 warnings and seven citations. Deputies also responded to a 911 hang-up call and investigated a damage to property complaint.
 

October 2007: Deputies stopped 44 vehicles resulting in 44 warnings, four citations, and one arrest. Deputies also responded to a theft complaint, report of suspicious activity, burglary, and two driving complaints.
 

November 2007: Deputies stopped 43 vehicles resulting in 42 warnings and four citations. Deputies also responded to two burglary calls, two animal complaints, a stalled vehicle, and a public assist.
 

December 2007: Deputies stopped 41 vehicles resulting in 40 warnings and two citations. Deputies also responded to a disturbance, attempted suicide, alarm, animal complaint, and five motorist assists.

Midway Road Access Management Plan: Duluth-Superior Metropolitan Interstate Committee (MIC) completed a Midway Road access management study December 2000.  This process provides access to land development while simultaneously preserving the flow of traffic on the surrounding road system in terms of safety, capacity and speed.  Data collected and analyzed for the Midway Road included traffic volume counts, accident information, aerial photography and field studies, trip generation scenarios and intersection turning movement counts
 

  The Canosia section, Seville Road to Martin Road, found there were 36 access points and from January 1995 to December 1999 there were 38 accidents yielding an accident rate of 4.34, much higher than the next highest rate of 1.07 for the I-35 section from Becks Road to Ratika Road.
 

  The study makes recommendations that focus on improvements that will make the road safer and facilitate through traffic.  They are: right turn lanes, truck climbing lanes, intersection upgrades, signage and lighting, zoning ordinances and official truck route designation.
 

  For Canosia, Roadway Signage Recommendations are to install new signs for the Seville Road, Trunk Highway 53 and Martin Road. Recommendation #14 is to continue to monitor traffic movements at the intersection of Midway Road and Trunk Highway 53.  Increased turning movements at this intersection may necessitate larger left turn cueing areas for all legs as well as a reconfiguration of the existing service roadways to allow for greater spacing from the intersection. Recommendation #15 is to Establish ‘school zone’ speed limits on Midway Road and Martin Road for the area around Pike Lake Elementary School. 
 

Note: Recommendation #15 has been approved by St. Louis County Public Works and will be implemented as soon as spring thaw is over.

Arrowhead Transit Services Canosia Township

Arrowhead Economic Opportunity Agency receives financial assistance from the Federal, State, County and Canosia Township to provide transportation to everyone. Rides are available to residents on Martin Road and West of Lavaque Road on Wednesday from 8:45 to 10:30 AM to Duluth. Return is at 2:30PM, call Alice at 628-1398.  Rides for residents Northeast of Lavaque Road and Lockwood Lane, pick up is Thursday from 9 to 10:30AM to Duluth. Return is at 2PM, call Lorraine at 721-4348 / 721-4246.   Fare is $1.75 one way.

Roads: The Town Board conducted its annual road inspection of twenty-seven Township roads on May 8, 2004. Projects this season include building a turnaround on the end of the Tomak Road, the Woodhill Lane/Pine Circle Drive Improvement Project, and paving Wilderness Trail. Brushing and miscellaneous maintenance will also be done on various roads to keep them in good condition. Residents are asked to please help keep Canosia Township clean by picking up any winter litter left in the roadside by their homes.

Insurance: The Town Board approved Resolution 2003-2 to participate in the Minnesota Association of Township’s Insurance and Bond Trust. This trust is designed for townships and will significantly reduce Canosia Township’s insurance costs.
