Agreement
CANOSIA & GRAND LAKE TOWNSHIPS
SIGN AGREEMENT Pike Lake Area Wastewater Collection System (PLAWCS) and Caribou Lake Alternative Wastewater System (CLAWS) were officially combined as of January 26, 2004. The joint powers agreement creates a new board of directors consisting of nine members. The old PLAWCS Joint Powers Board is now expanded to include two users from each project area. The Grand Lake Town Board of Supervisors will appoint one user from the PLAWCS project and one user from the CLAWS project. Users must own property in Grand Lake Township serviced by the respective project. The Canosia Town Board of Supervisors will similarly appoint one user from the PLAWCS project and one user from the CLAWS project. This agreement accomplishes two things. First, it gives Caribou Lake area residents an official governing body that can work with the Minnesota Pollution Control Agency (MPCA) and the Public Facility Authority (PFA) to approve and fund a much needed solution to the wastewater problems associated with the Caribou Lake Watershed. Second, it gives the actual users of the systems a voice in decisions by placing four more members on the governing board of directors. The new board called PAC-JPB continues to meet at the Canosia Town Hall on the fourth Monday of the month at 7:30 PM. All meetings are open to the public and provide an opportunity for residents to address the board at the beginning of the meeting. One of the first items on the agenda for the new board is developing and approving a new set of operating by-laws. Another task is the implementation of the Caribou Lake Facility Plan, which is the reason the new joint powers board was established.
