The Help America Vote Act (HAVA) is a federal response to some of the problems with the election system that came to light after the 2000 election. HAVA aims to increase the integrity of the voter registration process, increase the privacy and independence of voters with disabilities, and increase the accuracy of the balloting system. HAVA provided funds for new disability accessible voting equipment. Each polling place in the state will be equipped with at least one new voting machine, the AutoMARK, which will allow voters with disabilities to vote privately and independently. The equipment was designed especially for voters who are blind, have poor eyesight, cannot hold a pen, or have other difficulties marking a paper ballot. It has a screen that can enlarge text for voters with poor eyesight and headphones so blind voters can hear the ballot instead of reading it. The AutoMARK detects common ballot-marking errors such as under- or over-voting and alerts voters so they can fix errors before leaving the polling place. The AutoMARK is not a counter and the marked ballot will still need to be inserted into the optical scan voting equipment. The Township has also upgraded its precinct optical scanner.

To be eligible to vote, a person must be 18 years of age or older on the day of the election, a United States citizen, and have maintained residence in Minnesota for 20 days preceding the election.

Everyone who registers on Election Day must have proof of his or her identity and address in the precinct. Only forms of identification authorized by law may be used.

Accepted forms of identification include:

  1. • MN driver’s license or learner’s permit or receipt for either that has a current address in that precinct, or

  2. • MN identification card or receipt that has a current address in that precinct, or

  3. • Student ID from a post secondary institution in Minnesota, student fee statement or registration card with address in the precinct, or

  4. • Prior registration in the precinct with former address shown on the roster, or

  5. • Notice of late registration sent by city clerk or county auditor, or

  6. • Tribal Identification Card if card bears name, current address, signature and picture.

 

Photo identification with a current utility bill* including:

  1. • MN driver’s license or Minnesota ID with a former address, U.S. passport, U.S. military ID, Student photo ID from a post secondary institution in MN, or a Tribal ID Card if card bears name, signature and picture of the individual.

*Utility bill must be: cable TV, electric, gas, phone, cell phone, water, garbage, or sewer, and due within 30 days of the election, and have the voter’s name and current address in the precinct.

If the voter who is registering on election day doesn’t have any authorized proof of identity, the voter can still register and vote by having someone who is registered in the same precinct "vouch" for his or her residence.

The State Primary will be held on September 12, 2006 and the General Election on November 7, 2006. Voting will be held at the Canosia Town Hall, 4896 Midway Road and polls are open from 7:00 AM to 8:00 PM.
